It's claimed there's a lack of clarity and transparency in the decision to move the Covid-19 test centre in Cavan.
Some in the Castle Saunderson area have questioned the decision to move it from the current site at Ballinagh Health Centre to the Scouting Ireland centre in the well-known forest park.
They say it is regularly used by locals to exercise and have raised concerns about the use of the centre.
The HSE says the move will allow normal health services to resume in Ballinagh.
The HSE has said public access to the park will remain during the time it is using the centre.
Coillte says while it owns the park, the Scouting Ireland facility is a separate entity.
It says it and Cavan County Council engaged with the HSE over public access and the maintenance of the entrance roadway.
