The Big Tom Memorial Garden in Oram could be in place by October.
Initial designs for the space have been presented to the local development committee.
Funding for the project was first announced last November, with €60,000 being allocated for the provision of a permanent memorial to the country music legend, who died in 2018.
The local MD, the council horticulturalist and the Oram Development Committee have consulted on a design for the remembrance garden, regarding layout and contents.
The Council is currently awaiting approval of the initial design.
Once approved, the procurement process for the works can begin, with it hoped the garden will be completed by the end of Quarter 3 of the year.
Prior to Covid-19, the Oram area had seen an increase in the amount of visitors coming to see Big Tom's grave and homestead, and also visit the statue which is by the Markethouse in Castleblayney.
