Ukraine's foreign minister thinks reports of atrocities by Russian troops near Kyiv could turn out to be just the tip of the iceberg.
Footage has emerged showing mass graves, as well as civilians lying dead on the street - with hands tied behind their back.
Moscow insists it was all staged by the Ukrainians.
Dmytro Kuleba speaks for the Kyiv government on foreign issues and fears about what's happening in the city of Mariupol.
He wants allies to bring-in more sanctions.
This is a plea for the victims of rape, torture, and killing," he added.
"It is a plea for their relatives and the entire Ukrainian nation."
Meanwhile, diplomats at the Russian Embassy in Dublin have asked the Government for help amid concern they will soon run out of fuel.
There are reports that Embassy staff have written to the Department of Foreign Affairs after a number of oil companies refused to deliver heating fuel to them.
It is understood the Irish Government has declined to intervene.
