Around 35,000 home-help hours won't be delivered every week this year, according to the HSE.
It had planned to deliver 24 million hours in 2022, but expects a shortfall of nearly 2 million because of staff shortages.
Latest figures also show almost 5,100 people are on waiting lists for homecare.
