Aldi is seeking permission to retain its temporary hoarding around a Monaghan Town site for a period of up to three years.
In the planning application, Aldi says it remains committed to the construction of a new store at McNally's car park and "intends to begin construction at the earliest opportunity".
The application says the hoarding has been erected "pending commencement of development".
It adds that the timber hoarding will be removed when the development is progressed to "such a stage where it is safe to do so".
Unsuccessful negotiations with Monaghan County Council regarding significant flood remediation and relief works outside the Aldi site boundary have led to delays in the store's development.
A decision is expected by mid-July.
