It emerged during this week's meeting of the Ballybay-Clones Municipal District that 51 properties are now vacant and derelict in Ballybay.
Cllr Sean Gilliland is furious over the development and has called on Monaghan Co Council to sort the matter out.
Speaking to Northern Sound earlier, Cllr Gilliland pointed to the success of the Clones Renewal Scheme, which, he added, "brought old derelict buildings back to life".
He said a scheme like this was needed for Ballybay.
But, an audit of dereliction in the town, would be required first, he warned.
"Dereliction has to be addressed," he continued.
"And while we are in a time of housing crisis and soaring prices for the construction of houses as well as a huge demand for houses, one would think that there would not be an issue with dereliction in the first instance.
"It should be one of the first issues to be addressed so that these properties can be brought back into use.
"Then we can move forward onto housing schemes."
